What’s going on?

A new USDOT Interim Final Rule changes how firms demonstrate social and economic disadvantage for DBE and ACDBE certification. You can review the rule here and the two subsequent USDOT Q&A documents issued after its publication: FAQ 1; FAQ 2.

Under the rule, determinations of disadvantage can no longer be based on race or sex. Each owner must instead provide a Personal Narrative to their certifying agency that describes specific experiences of economic hardship, systemic barriers, denied opportunities and other factors encountered in American society.
